Import duty on PVC to impair Russian producers competitiveness

MOSCOW (MRC) -- Effective January 1, 2010, the import duty on PVC-S was reduced down to 10% from 15% (FEACC code 390410099), and that on PVC-E to 0% from 5% (FEACC code 3904100010).

Reduction of the import duty on PVC in compliance with the Common Customs Tariff will lead to higher imports in the Russian domestic market MRC analysts believe.


That, in its turn, will impair Russian producers competitiveness. On the other hand, free trade inside of the Customs Union will stimulate growth of PVC exports to the markets of Belarus and Kazakhstan.


In 2009, Russian PVC imports (including compounds and plasticizers) exceeded 260 kt, which was comparable to imports of only Asian PVC-S a year before according to MRC data. After the eleven months of 2009, PVC-S imports moved at 134.6 kt.
