Technip wins FEED work on Sibur Russia PE project

ZapSibNeftekhim LLC, an affiliate of JSC Sibur Holding, awarded two front-end engineering and design (FEED) contracts to Technip for polyethylene plants located in Tobolsk, in the Tyumen region of Russia.

The first contract concerns a linear-low/high-density gas phase polyethylene plant.

Meanwhile, the second deal is for a high-density slurry phase polyethylene plant.

Each plant will consist of two parallel production trains with a total capacity of 1.5 million tpy of polyethylene.

Both will be developed using INEOS Technologies licenses.

Technip’s operating centers in Lyon, France, and St. Petersburg, Russia, will execute the contracts, which are scheduled to be completed in the first half of 2013.

BP probes blast at Colorado gas compressor plant


(hydrocarbonprocessing) -- One contract worker was killed and two injured after a Monday explosion at BP's gas compressor station near Durango, Colorado. BP said it continues to investigate the cause of the incident.

"The site has been safely shut down and secured, and everyone has been accounted for," BP said in a statement. "We are working closely with the local emergency crews that responded to the incident."

Eleven workers were at the Pinon Compression Station at the time of the explosion, most of whom were performing pipeline maintenance work. The Pinon station gathers natural gas produced in the San Juan basin and handles about 30 million cubic feet/day of gas.

BP said it continues to investigate the cause of the explosion. "It is too early to speculate on the cause of the accident," BP said. "We are deeply saddened that one individual was fatally injured. Two others are receiving medical treatment."

BP said impacts from the explosion were still being assessed, and it remains unclear how long the facility will be offline.

The La Plata County Sheriff's Office said it was not a flammable explosion, but one involving a pressurized device. "There was pressure being put into a device, and that device failed," the office said.

Shell, Vopak, Greenergy to buy Coryton UK refinery for use as terminal

(hydracarbonprocessing) -- Royal Dutch Shell, Royal Vopak and Greenergy have agreed to buy the majority of the assets of Petroplus’ Coryton refinery in England to turn it into an import and distribution terminal, the administrator of Petroplus's UK subsidiaries, the companies and the UK government said Tuesday.

The terminal will be managed by Vopak.

The sale will be completed within several months, once the current refinery closure process has been concluded, PricewaterhouseCoopers, the administrator, said in a statement.

“The site is of exceptional value as an import terminal because of its location and amenities, so it is not surprising that it has had a higher sale value as an import terminal [than a refinery]," UK Energy Minister Charles Hendry said in a statement.

There is no change to the redundancy program announced earlier in June, with 180 jobs to be cut by the end of June and further redundancies anticipated from late July onward as the closure progresses, PWC said.

The facility employs around 500 permanent workers.

"It is expected that a small number of employees and contractors will be retained to provide site security beyond the end of the summer," the administrator added.

Gazprom eyes E&P role off Israel

(upstreamonline) -- Russian gas giant Gazprom is reported to be keen to participate in development of Israel’s huge offshore gas reserves through the creation of a local subsidiary.
All future international tenders issued by Israel in the gas sector would be open to Gazprom and other Russian companies, the sources added.

Gazprom Marketing & Trading, a subsidiary of the Russian company, was earlier this year reported to be in talks with a Noble Energy-led consortium for the sale of 2 million to 3 million tonnes per annum of liquefied gas from the Tamar field, which is expected to start commercial production in April 2013.

Gazprom is also said to be interested in exporting gas from the huge Leviathan field off Israel's northern Mediterranean coast.

The Leviathan field, which could start producing in 2016, has estimated resources of 20 trillion cubic feet that is earmarked for export while the Tamar field, with reserves of 9 Tcf, is expected to meet domestic demand.

Senior Gazprom officials have visited Israel several times in recent months for discussions on co-operation in the gas sector, including LNG division head Frederic Barnaud who led a delegation in February for talks with Noble and Delek Group.

Meanwhile, Russian state oil company Rosneft is also interested in opportunities to help develop Israel’s offshore fields, its chief executive Igor Sechin said last week.

Formosa Chemicals & Fiber Corp. to restart, operating at 70%

(plastemart) -- Taiwan's Formosa Chemicals & Fiber Corp.'s No. 3 SM plant in Mailiao is running at 70% of its 600,000 tpa capacity after restarting over the weekend.

Currently, the producer will not be able to increase runs due to insufficient supplies of feedstock ethylene. FCFC had to shut its No. 1 and No. 3 SM plants in Mailiao on June 20 because of a power cut at upstream Formosa Petrochemical, which forced the shutdown of its No. 2 and No. 3 naphtha-fed steam crackers at Mailiao.
